DECISION No DECISION No. 27/2000/QD-BTC OF FEBRUARY 24, 2000 ON THE ISSUANCE OF FEE LEVELS FOR GRANTING CERTIFICATES OF TECHNICAL AND QUALITY EVALUATION OF COMMUNICATIONS AND TRANSPORT EQUIPMENT AND MEANS THE MINISTER OF FINANCE Pursuant to Decree No. 15/CP of March 2, 1993 of the Government on the tasks, powers and State management responsibilities of the ministries and ministerial-level agencies; Pursuant to Decree No. 178/CP of October 28, 1994 of the Government on the tasks, powers and organizational apparatus of the Ministry of Finance; Pursuant to Decree No. 04/1999/ND-CP of January 30, 1999 of the Government on charges and fees belonging to the State budget; After consulting the Ministry of Communications and Transport (Official Dispatch No. 363/GTVT-TCKT of February 15, 2000) and at the proposal of the General Director of Tax, DECIDES: Article 1.- To issue together with this Decision the Table of fees for granting certificates of technical and quality evaluation of communications and transport equipment and means, which shall concretely apply as follows: a) For first-time granting, the collection level is equal to the level prescribed in the Table (100%). b) For re-granting, the collection level is equal to 50% of the corresponding above-mentioned level. c) For temporary certificates granting, the collection level is equal to 70% of the fee level for granting the official certificates. Article 2.- The payers of fees at the collection levels prescribed in Article 1, this Decision, are organizations and individuals who are granted by registry offices of the Ministry of Communictions and Transport or the provincial/municipal Communications and Transport Services the certificates of technical and quality evaluation of land, railway, marine, inland waterway communications and transport means and equipment, drilling platforms, floating facilities and communications and transport safety equipment prescribed in Decision No. 75/TTg of February 3, 1997 of the Prime Minister. Article 3.- The registry and inspection offices of the Ministry of Communications and Transport or provincial/municipal Communications and Transport Services shall collect and manage fees for granting certificates of technical and quality evaluation of communications and transport equipment and means in strict compliance with Circular No. 54/1999/TT-BTC of May 10, 1999 of the Ministry of Finance guiding the implementation of Decree No. 04/1999/ND-CP of January 30, 1999 of the Government regarding charges and fees belonging to the State budget. Article 4.- This Decision takes effect 15 days after its signing. To annul the regulations on the collection of fees for granting certificates of technical and quality evaluation of communications and transport equipment and means, which are contrary to the provisions of this Decision. Article 5.- Organizations and individuals subject to the fee payment, the evaluating agencies which are assigned by the Ministry of Communications and Transport to organize the collection of fees for granting certificates of technical and quality evaluation of communications and transport equipment and means, and the concerned agencies shall have to implement this Decision.
