DECISION No DECISION No.349-TTg ON THE 10TH OF JUNE 1995 OF THE PRIME MINISTER ON THE ESTABLISHMENT OF THE CENTRAL STEERING COMMITTEE FOR PREVENTION AND FIGHT AGAINST FLOODS AND STORMS THE PRIME MINISTER Pursuant to the Law on Organization of the Government on the 30th of September 1992; Pursuant to the Ordinance on Dikes on the 9th of November 1989; Pursuant to Decree No.168-HDBT on the 19th of May 1990 of the Council of Ministers (now the Government) on the organization and tasks of the Central Steering Committee for Prevention and Fight Against Floods and Storms; At the proposal of the Minister of Water Resources, DECIDES: Article 1.- To set up the Central Steering Committee for Prevention and Fight Against Floods and Storms composed of the following officials : - Nguyen Canh Dinh, Minister of Water Resources, Chairman. - Vu Trong Hong, Vice-Minister of Water Resources, Standing Vice-Chairman. - Lai Van Cu, Deputy Director of the Office of the Government, Vice-Chairman. - Phan Van Tra, Deputy Chief of General Staff of the Vietnam People's Army, Vice-Chairman. - Phan Thanh Xuan, Vice Chairman of the Committee on Ethnic Groups and Mountainous Areas, Vice-Chairman. - Ngo The Dan, Vice-Minister of Agriculture and Food Industry, Member. - Tran Son Thuy, Vice-Minister of Forestry, Member. - Vo Van Trac, Vice-Minister of Aquatic Resources, Member. - Phan Quang Tuyen, Vice-Minister of Communications and Transport, Member. - Dang Van Than, General Director of the General Post Office, Member. - Nguyen Duc Phan, Vice-Minister of Energy, Member. - Pham Si Liem, Vice-Minister of Construction, Member. - Truong Dinh Tuyen, Vice-Minister of Trade, Member. - Le Thanh, Deputy General Director of the General People's Police Department, the Ministry of the Interior, Member. - Nguyen Van Thuong, Vice-Minister of Health, Member. - Tao Huu Phung, Vice-Minister of Finance, Member. - Tran Dinh Khien, Vice-Chairman of the State Planning Committee, Member. - Le Qui An, Vice-Minister of Science, Technology and Environment, Member. - Nguyen Duc Ngu, General Director of the General Office of Meteorology and Hydrology, Member. - Nguyen Luong Trao, Vice-Minister of Labor, War Invalids and Social Affairs, Member. Article 2.- The Central Steering Committee for Prevention and Fight Against Floods and Storms has to assist the Government in: - Supervising, inspecting the various branches and localities in drafting and carrying out annual projects and plans on prevention and fight against floods and storms. - Ordering the mobilization of human resources and means for timely rescue in urgent cases that are beyond the capability of these branches and localities. - Guiding the various localities to overcome consequences of floods and storms. -Summarizing the work on prevention and fight against floods and storms; popularizing experiences and scientific, technical progress concerned among the branches and localities. Article 3.- The tasks of the Vice-Chairmen and Members shall be assigned to them by the Chairman of the Central Steering Committee for prevention and fight against floods and storms. Article 4.- This Decision takes effect from the date of its signing and replaces Decision No.287-TTg on the 1st of June 1994 concerning the addition of members to the Central Steering Committee for Prevention and Fight Against Floods and Storms. Article 5.- The Chairman of the Central Steering Committee for Prevention and Fight Against Floods and Storms, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government; the Presidents of the People's Committees of the provinces and cities directly under the Central Government and all the members of the Central Steering Committee for Prevention and Fight Against Floods and Storms shall have to implement this Decision.
