The regulation of English as a second language in general Education is necessary when Vietnam is in the flat world

The world is gradually getting “flat”; therefore, each country and individual must constantly change to be able to live in “the flat world”. The society of the flat world needs a common language to communicate, understand each other, and be more convenient in the process of intertwining, dependence, and mutual promotion to coexist and develop. The study compared and evaluated the ten most popular languages in the world today and the results showed that English has the highest universality. The study also analyzed the reasons for the success of some economically developed countries in Southeast Asia and the results were confirmed to be due to the Government’s orientation in regulating English language teaching and learning at the first level of general education (GE). English is the mother tongue of nearly 60 countries, being a “second language” and the most studied foreign language in more than half of the world’s countries (among 195 countries recognized by the United Nations). English is used as the official language of the United Nations, the European Union, many international and regional organizations at conferences, especially in international trade and litigation. Currently, in Vietnam, English is still taught as a foreign language. The study aims to propose that Vietnamese leaders regulate English being a second language in general education, in order to create more opportunities for future generations to take part in the global economy and live in the flat world.
