DECISION Approving the adjusted general planning on the construction of Thai Nguyen city, Thai Nguyen province, up to 2020 THE PRIME MINISTER Pursuant to the December 25, 2001 Law on Organization of the Government; Pursuant to the November 26, 2003 Construction Law and the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning; At the proposal of the Minister of Construction (in Report No. 58/TTr-BXD of September 21, 2005), and of the president of the People's Committee of Thai Nguyen province (in Report No. 24/TTr-XDCB of October 5, 2005, and Official Letter No. 1140 of October 21, 2005), on the approval of the adjusted general planning on the construction of Thai Nguyen city, Thai Nguyen province, up to 2020, DECIDES: Article 1.- To approve the adjusted general planning on the construction of Thai Nguyen city, Thai Nguyen province, with the following principal contents: 1. The scope of research under the planning: The scope of research under the planning covers 18,707 ha, including the existing land area of 17,707 ha of the city and a land area of 1,000 ha in Cao Ngan and Dong Bam communes, Dong Hy district, north of Cau river, and is delimited as follows: - To the north: It borders on Dai Tu, Phu Luong and Dong Hy districts; - To the south: It borders on Song Cong town; - To the west: It borders on Dai Tu district; - To the east: It borders on Phu Binh district. The scope of planning covers the existing land area of 6,080.23 ha in the inner city and a land area of 1,000 ha in Cao Ngan and Dong Bam communes, Dong Hy district, north of Cau river. 2. Characteristics Thai Nguyen city shall be a political, economic, cultural, educational, scientific, technological, medical, tourist and service center of Thai Nguyen province and the northern midlands, one of industrial and educational and training centers of the whole country, and an important traffic hub linking the northern mountainous provinces to the northern delta provinces; and occupy an important position in security and defense. 3. Population - By 2010: The city's total population shall be around 480,000, with 350,000 inner city dwellers and 130,000 suburban dwellers. - By 2020: The city's total population shall be around 600,000, with 450,000 inner city dwellers and 150,000 suburban dwellers. 4. Construction land area - By 2010: The urban construction land area shall be around 5,372 ha with an average area of 160 m2/person, including around 4,070 ha of civil-use land with an average area of 123 m2/person. - By 2020: The urban construction land area shall be around 6,850 ha with an average area of 157 m2/person, including around 5,070 ha of civil-use land with an average area of 118 m2/person. 5. Orientations for spatial development and urban architectural landscape a/ Urban development direction: - To the north: To build industrial parks for relocation of a number of scattered plants and factories from the inner city. - To the west: To build a regional-level greenery and sports center stretching to Thinh Dan ward. - To the east: To develop toward Cao Ngan and Dong Bam communes, mainly exploit the landscape and restrict concentrated construction so as to ensure the drainage of floodwater of Cau river; to exploit the natural landscape along the two banks of Cau river, from Quan Trieu bridge to Oanh landing stage. - To the south: To develop to the end of Luong Son commune and build new residential quarters while upgrading the existing ones, to reserve the land fund, east of Luong Son commune and contiguous to Cau river, for the construction of an eco-tourist resort. b/ Functional zones - Residential zones include the northern residential zone and the southern residential zone: + The northern residential zone covers residential quarter No. 1 (Tan Long, Quan Trieu and Quang Vinh wards; new urban centers in Thinh Dan ward and Dong Bam and Cao Ngan communes, Dong Hy district), with an acreage of around 900 ha and a population of around 119,000; residential quarter No. 2 (Tuc Duyen, Trung Vuong, Hoang Van Thu, Dong Quang, Quang Trung, Phan Dinh Phung and Gia Sang wards), with an acreage of around 610 ha and a population of around 91,000; and residential quarter No. 3 (Tan Thinh, Tan Lap and Thinh Dan wards), with an acreage of around 600 ha and a population of around 90,000. + The southern residential zone covers residential quarter No. 4 (Phu Xa, Trung Thanh and Tan Thanh wards), with an acreage of around 650 ha and a population of around 78,000, where old residential quarters shall be upgraded in combination with the construction of new ones; and residential quarter No. 5 (Cam Gia and Huong Son wards), with an acreage of around 600 ha and a population of around 72,000, where old residential quarters shall be renovated. - Industrial parks (700 ha) consist of five main clusters: + Industrial cluster No. 1 (around 100 ha) is located in Tan Long ward, northwest of the city. + Industrial cluster No. 2 (around 60 ha) comprises the existing industrial parks in the north; non-polluting establishments in Quang Vinh and Phan Dinh Phung ward and Cao Ngan power plant shall not be relocated while polluting factories shall be relocated to industrial cluster No. 1. + Industrial cluster No. 3 (around 290 ha) comprises industrial parks in the south, where exist member factories of Thai Nguyen Iron and Steel Complex and some other factories. + Industrial cluster No. 4 (150 ha) is a concentrated industrial park in Tan Lap ward, where exist factories specialized in electronic appliance manufacture and assembly and mineral and gemstone processing. + Industrial cluster No. 5 (100 ha) is a concentrated industrial park in Thinh Dan ward, where exist hi-tech industries. - Trade and public-service zones (around 225 ha) are mainly located along two axes: - The northern trade and service axis, constituting a municipal- and regional-level service center, running from the Museum along Hoang Van Thu and Quang Trung roads to Nui Coc lake. - The southern trade and service axis, constituting a municipal-level center, running along August Revolution-Vo Ngua-Luu Nhan Tru roads. + Existing marketplaces shall be kept at their current locations and renovated and expanded according to the requirements of each area. - Land for universities, vocational training schools, healthcare, education and tourism (around 360 ha) covers: + An area of 314.5 ha in Quang Trung ward and Thinh Dan and Phuc Ha communes for Thai Nguyen University, for which a detailed planning has been approved, and 45.50 ha for the University of Medicine, the University of Industry and the Electric Engineering Workers School, which are permitted by the Prime Minister to be kept unchanged. + Thirteen vocational training schools not belonging to Thai Nguyen University (106.60 ha) shall be kept at their current locations and upgraded, renovated and expanded in conformity with the scope of each school, if so needed. - Medical system: Regional- and provincial-level medical centers (Thai Nguyen General Hospital and some other hospitals) shall remain at their current locations. - Tourist sites: To give priority to the exploitation of tourist and convalescent services in Nui Coc lake. - Greenery, physical training, sport zones: + The regional-level greenery and sport center (100 ha) is located in Thinh Dan and Tan Thinh wards, south of the road leading to Nui Coc lake. + The city-level greenery and sport centers (215 ha) include a northern center in the heart of the city and a southern center located north of Luu Nhan Tru road. + Green belts: Trees shall be planted mainly around the Iron and Steel Industrial Complex in Phuc Xa ward and industrial clusters No. 1 and No. 2 to neutralize smoke, dust and noise. + In addition, trees shall be planted along Cau river's banks, from Tan Long ward to Luong Son commune. - Land reserved for security and defense (around 61 ha): Some warehouses and workshops prone to fire and explosion and located near urban centers shall be relocated out of the inner city so as to ensure urban safety. c/ Orientations for development of urban architecture and landscape - To restrict to the utmost the change of natural geographical conditions so as to create the architectural identity of the midlands and exploit fine views along the banks of Cau river. - In the city's center, to build high rises so as to create an architectural space, save construction land and raise population density. - In areas far away from the center, to build low-story buildings, mainly houses with gardens so as to preserve the natural landscape and the mountainous geographical conditions. - To plant more trees to create a green belt around Thai Nguyen Iron and Steel Complex. 6. Orientations for development of technical infrastructure system: a/ Traffic - Outbound traffic + To renovate and upgrade National Highway No. 3; to upgrade its northern and southern sections up to the standards of grade-II midland and mountainous roads. + National Highway No. 3 by-road, section running westward through Thai Nguyen city shall be built under the approved project. To build the National Highway 1B section at the city's northern gateway, up to the standards of grade-III midland and mountainous roads with 4 motor lanes. + To build road sections from the Iron and Steel Complex to Song Cong town and from Thai Nguyen University to Nui Coc lake; and build the city's outbound roads to the northeastern region. + To renovate and build road sections from the city's heart to Nui Coc lake (extended Hoang Van Thu road) and to Song Cong town. + The outbound truck terminal shall be located in the industrial cluster in Tan Lap ward. - Intra-municipal traffic Basically, the road network is kept unchanged as specified in the general planning already approved in 1996. b/ Power supply - By 2020, the city's total consumption capacity shall be around 255.4 MW, in the first phase (2010), around 137 MW. - Power sources: + Cao Ngan thermoelectric power plant with a capacity of 100 MW, which is under construction. + Electricity supplied from the national power grid through Cao Ngan 220/110/22 KV transformer station with a capacity of 1x125 MVA at present and 2x125 MVA in the future. + High-voltage power transmission line: Along the 220 KV transmission line from Bac Giang 220/110/22 KV station to Cao Ngan. c/ Water supply: - By 2020, the city's total water demand shall be around 137,000 m3/day, in the first phase, around 82,000 m3/day. - Water sources: + Surface water of Nui Coc lake shall be supplied to Tich Luong water plant with a capacity of 127,000 m3/day. + Underground water shall be supplied to Tuc Duyen water plant with a capacity of 10,000 m3/day. - A pipeline network shall be designed on the basis of the existing network with 53 closed circles, so as ensure the safety and efficiency of the network. d/ Ground leveling - To maintain natural geographical conditions, excavation and fill-up shall be carried out only when it is necessary to prepare grounds for construction. - Controlled construction elevation: The elevations of civil and industrial constructions in the north shall be higher than 27.6 m and 28.7 m, respectively, while in the south, these figures shall be 26.5m and 27.6m. - After finishing the construction of a complete dyke system, the construction elevation shall be higher than 25.0m. e/ Wastewater drainage and environmental sanitation - By 2020, the volume of wastewater to be gathered and treated shall be around 103,000 m3/day, and in the first phase (2010), around 71,000 m3/day. - Waste treatment: Daily-life solid wastes shall be gathered and buried in an 30-ha area in Tan Cuong commune. - Cemeteries + The cemetery in Tich Luong commune (currently covering an area of 30 ha and expected to be added with 27 ha) shall be used for the whole city by 2020. The Lim Slope Cemetery shall be used up to 2010, after that, only trees will be planted there because of the density of graves. + Small graveyards shall be relocated into the concentrated cemeteries of the city. 7. Construction planning in the first phase - To renovate and upgrade the existing residential quarters and build a number of new urban centers. - To build, renovate and upgrade Hoang Van Thu road, Quang Trung road, the road section leading to Nui Coc lake, the northern and southern sections of National Highway No. 3, the outbound axes running from Gia Bay bridge through Dong Bam to Lang Son, and two outbound roads in the southern urban center. - To build a system of inter-provincial bus terminals and truck terminals, and main traffic junctions. - To renovate the railway sections running through the city and upgrade the central passenger station and cargo station. - To build a number of key works, trade and public service centers, marketplaces, sport complexes and parks. Article 2.- The People's Committee of Thai Nguyen province shall: - Approve the design dossier on the adjusted general planning of Thai Nguyen city up to 2020. - Organize the implementation of the planning according to the provisions of law and publicize it for the community to supervise and inspect its implementation. - Promulgate a Regulation on management of the general planning on construction of Thai Nguyen city up to 2020. - Coordinate with concerned ministries and branches in organizing the elaboration and approval of detailed plannings and specialized construction plannings and in executing investment projects on urban construction and development according to the provisions of law. Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO." The president of the People's Committee of Thai Nguyen province, the Minister of Construction, ministers, heads of ministerial-level agencies and Government-attached agencies, and concerned organizations shall have to implement this Decision.
